## Microsoft Licensing: What to Right-Size Before 2027

[Aram Bolduc](https://topspintech.net/blog/author/aram-bolduc)

For many organizations, Microsoft 365 is one of the largest recurring technology expenses on the books, and also one of the least scrutinized. Licenses get added as the company grows, upgraded when a new need arises, and renewed year after year without anyone asking whether the current mix still makes sense. Before your next renewal comes due, it's worth taking a hard look at what you're paying for and what your people actually use.

**How Licensing Waste Builds Up**

Overspending on Microsoft licensing rarely comes from a single bad decision. It accumulates gradually. An employee leaves, but their account stays active and licensed. A department is given premium licenses for a project that ended two years ago. A new hire is assigned the same license tier as everyone else by default, whether or not their role requires it. Over time, these small gaps add up to a meaningful amount of spend that delivers no value.

The problem is compounded by the fact that Microsoft licensing is genuinely complex. Plans overlap, features shift between tiers, and add-ons can be layered on top of base subscriptions. Without regular review, most businesses end up with a licensing footprint that reflects past decisions more than current needs.

**Start With Unused and Inactive Seats**

The most straightforward savings usually come from licenses that aren't being used at all. Former employees, contractors whose engagements ended, test accounts, and duplicate accounts are common culprits. In organizations with high turnover, seasonal staff, or decentralized onboarding across multiple locations, these orphaned licenses can be surprisingly numerous.

A good first step is comparing your active license count against your current employee roster and reviewing sign-in activity to identify accounts that haven't been used in months. Some accounts may need to be preserved for compliance or data retention reasons, but that doesn't always mean they need a full paid license. Shared mailboxes, for example, often don't require one, and there are options for retaining a departed employee's data without continuing to pay for their seat. Your IT team or licensing partner can help determine the right approach for each situation.

**Match License Tiers to Real Roles**

Beyond unused seats, the bigger opportunity is often overprovisioning: assigning more capability than people need. Microsoft 365 E5 is a powerful suite with advanced security, compliance, analytics, and voice features, but those capabilities only deliver value when they're actually configured and used. If your organization is paying for E5 across the board while relying on separate third-party tools for security or phone service, you may be paying twice for overlapping functionality.

The same logic applies to E3. Not every employee needs a full enterprise license. Frontline workers, warehouse staff, retail associates, and field teams who primarily need email, Teams, and mobile access may be well served by frontline licenses at a lower cost. For smaller organizations, business-tier plans such as Microsoft 365 Business Premium can deliver strong security and productivity features without the cost of an enterprise agreement, as long as the organization stays within that plan's user limits.

The goal isn't to downgrade everyone. It's to build a licensing mix that reflects how different roles actually work. Many organizations find that a blend of tiers, with premium licenses reserved for those who need advanced features, delivers the same results at a lower total cost.

**Make Deliberate Decisions About Copilot**

Microsoft 365 Copilot has become one of the most discussed licensing decisions for businesses heading into 2027. The potential is real: AI assistance inside Word, Excel, Outlook, and Teams can save time and improve productivity for the right users. But Copilot is a significant per-user investment, and buying it broadly without a plan is one of the fastest ways to add waste to your Microsoft spend.

A more measured approach is to start with a defined pilot group. Identify roles where Copilot is most likely to make a difference, such as teams that spend significant time drafting documents, summarizing meetings, analyzing data, or managing heavy email volume. Set clear expectations for how success will be measured, and review actual usage before expanding.

It's also important to recognize that Copilot's value depends heavily on your underlying environment. If your files are disorganized, permissions are loosely managed, or sensitive data isn't properly protected, Copilot can surface information to people who shouldn't see it. Data governance and access controls should be addressed before a broad rollout, not after. Treating Copilot as a strategic decision rather than an impulse purchase protects both your budget and your data.

**Understand the NCE Commitment Rules**

Microsoft's New Commerce Experience (NCE) changed how many businesses buy and manage licenses, and it's where some of the most costly mistakes happen. Under NCE, annual and multi-year subscriptions generally lock in your seat count for the full term. You can add licenses mid-term, but you typically can't reduce them until renewal. There is only a short window after purchase or renewal to make changes or cancel.

This has real consequences. If you add seats for a seasonal surge or a project and commit to an annual term, you'll likely be paying for those seats for the full year, even after the need is gone. Monthly terms offer more flexibility but come at a premium compared to annual pricing.

The right strategy often involves a mix: annual commitments for your stable core workforce, and monthly terms for roles or headcount that fluctuate. Getting this balance right requires planning ahead of renewal, because once the commitment window closes, your options narrow considerably. Many businesses have learned this the hard way by auto-renewing an inflated seat count that they're then stuck with for another year.

**Why Timing Matters**

Renewal dates are the most important moments in your licensing cycle. They're your best opportunity to reduce seat counts, change license tiers, adjust term lengths, and reconsider add-ons. Missing that window can mean carrying unnecessary costs for another full term.

That's why year-end is an ideal time to start a licensing review. Many organizations have renewals clustered around the start of the year or their fiscal year, and budget planning for 2027 is already underway. Reviewing your licensing position now gives you time to gather usage data, make decisions about Copilot, clean up inactive accounts, and approach renewal with a clear plan rather than a last-minute scramble.

It's also smart to map out all of your renewal dates. Businesses that have purchased licenses at different times, or through different channels, often have staggered terms that make it hard to see the full picture. A consolidated view of what you have, what it costs, and when each commitment ends is the foundation of any right-sizing effort.

**Right-Sizing Is an Ongoing Discipline**

A one-time cleanup delivers immediate savings, but the real benefit comes from building licensing review into your regular operations. Connecting license management to onboarding and offboarding, reviewing usage quarterly, and revisiting tier assignments as roles change all help prevent waste from creeping back in.

Microsoft licensing is just one part of a broader technology expense picture. The same visibility that uncovers unused Microsoft seats often reveals forgotten telecom lines, duplicate software subscriptions, and services that no longer match how the business operates.

TopSpin Tech helps SMB and mid-market organizations gain visibility into their technology spend, identify overprovisioning, and prepare for renewals with confidence. If you'd like to understand where your Microsoft licensing stands before 2027, reach out to TopSpin Tech to start the conversation.
